Question about a topic in the News & Announcements section

In the topic "Sorry for the wait everyone!"
it says the download link will be sent through everyone through a news letter
does that mean that in 'preferences' the 'Allow newsletters' bit has to be checked to 'yes'
??
And will the link be sent over the forums or through email?
will we get to sneak peak the server before the other download link goes up on the website?
